BOONE, Iowa---The Boone City Council will give a second consideration to a new ordinance that will deal with social hosting. Kelly Wooden, Boone County SAFE Coalition Coordinator says the ordinance will allow law enforcement to use a civil penalty against parents or adults that host parties and allow young people to partake in adult beverages. Boone Police Chief Bill Skare says the ordinance will allow officers to issue a citation with a municipal infraction if they feel there's no evidence for a criminal charge.
