BOONE, Iowa---The Boone City Council will go through the process of appointing a new council member to fill a vacancy created with the resignation in March of 4th Ward Council member Glenn Thompson. At the last regular meeting, the Council voted by secret ballot to name Boone businessman Kevin Hicks to fill the position. The secret ballot was a violation of the state's open records and open meetings law. Hicks, former Council member Travis Stevenson and former Park Commission member Steve McCoy had expressed an interest in being appointed.
