BOONE, Iowa---A decision by the Boone City Council this week, naming Kevin Hicks as the new 4th Ward Councilmember will have to take place all over again. The Council voted by secret ballot Monday and found out after the fact that a secret ballot is a violation of the state's open records law. City Administrator Luke Nelson says it was not intentional and the Council will go through the appointment process when they meet again on April 19th. Three Councilmembers voted for Kevin Hicks, two voted for former Councilmember Travis Stevenson and one voted for former Park Commission member Steve McCoy.
