BOONE, Iowa---The Boone County Board of Supervisors are expected to a make a decision Wednesday about whether or not to appeal a decision by the Iowa DNR to issue a construction permit for Capstone Finishers in Boone County. The proposed site, northeast of Boone, has drawn numerous complaints from neighbors. Chairman of the Supervisors, Steve Duffy, had said new evidence would be needed for an appeal. The proposal did pass the Master Matrix Review last month.
